To move the adjuster bolts you must push in on the round shoulder that is under the hex adjuster bolt before it will turn. It may be necessary to spray some penetrating oil around the adjuster lock and then bump it down with a puchh or screwdriver until you can push it down with a socket or box end wrench. Most are 9/16" The front wheels will not lock. Only the rear ones that have the big long air diaphragms with springs piggybacked on them. If there is no spring there is no lock down when the air is gone. Some older air brakes were locked down by a separate air tank and this will always eventually leak down and let the brakes release. Only the ones with the spring lock down will hold until the adjuster is loosened.
