1975 Ford F600 Carb Problem

I have a 1975 Ford F600 all wheel drive plow truck .When you try to start it the carb pop thru the top and then it revs out of control It has a Holley 2 Barrel with a governer on it I have put a kit in the carb but it has made no differance in the way it runs the float is adjusted properly and I can't figure out whats going on. the engine is a 330 V8 anybody have any ideas?
