Just a hunch here. I hate them Dayton wheels; BUT
jack up one wheel at a time. Front end- -set a socket on the concrete and turn the wheel. If it goes in and out from the socket then you need to adjust the wheel till it is in true. If it does loosen the nuts where it comes out and tighten the one opposite it.

For balancing. Keep turning the wheel and every few inches release it. The heavy side will go to the lowest point. That's how we balanced 11:00 X 24.5 's.
