If your block heater is made like most it has a rubber ring around the outside to seal it in a frost plug hole in the side of the engine block. If this is the type of heater you have, the bolt you see in the center of it is what tightens it up in the block when you put it back in. Tightening the screw down expands the rubber ring and seals it back in the block. As long as the seal is still intact, putting it back in and re tightening the bolt should have you back good as new.
