'79 Ford Courier front disk spacer

Hi, all... I removed the front disk to clean and grease the bearings at 175K. On the spindle is a spacer about 1/4" thick that sits at the backing plate and the grease seal rides on the outer rim of the spacer. The spacer is free to rotate on the spindle and I think the seal may be pulling it around as there is some noticeable wear.
Is the spacer supposed to rotate or do I need to stop it someway? Should the inner race of the bearing be holding it from moving when the bearings are adjusted correctly??
