48 dodge pickup no title

I have found a 48 dodge P/U but the owner doesn't have a title. Where can I find the VIN# and how would I go about obtaining a title. Maybe a Bill Of sale? I would rather not go thru obtaining a builders title but may have to. I live in Ohio. Any help and suggestions would be greatly appreciated!!
