How to free a stuck Distributor

I changed out my timing chain on my 90 Suburban with a 350 tbi motor. It ran good for a while but started idling rough again when warm. I checked the timing it was off but after loosening the clamp bolt, I can't seem to rotate the distributor to adjust the timing. Any ideas on how to free it up? Thanks for your help.
