Edelbrock Carb

I have a Edelbrock 1405 carb with manual choke. The engine is running rough, popping, and won't maintain an idle (surging). With the idle mixture screws full in (lean condition) the engine still runs. This should make the engine quit! Any ideas or experts regarding the Edelbrocks? It has correct jets, rods and step up springs. Any help greatly appreciated.

P.S. Floats are calibrated according to Edelbrock specs regarding float drop etc. Metering rods move freely as far as I know.
